The Dubna nanotechnology center was established in 2010 as a result of the open competition of the RUSNANO Fund for Infrastructure and Educational Programs for the implementation of a full cycle of services for the development of startups in the field of nanotechnology. The total project budget is 2 billion rubles, while RUSNANO's investment in the project is 1.1 billion rubles. The project’s investors were also the Joint Institute for Nuclear Research, Concern RTI Systems and ZAO IT Co. Information Technology".

As of 2019, the portfolio of the Dubna Nanocenter portfolio includes 65 projects, among them 1 business incubator, 9 technology companies, 4 technology sites, where 8 research laboratories are located.
The International Nanotechnology Innovation Center implements a full cycle of services for the development of startups in the field of nanotechnology, combines the functions of incubation, seed financing and the provision of ready-made infrastructure. Provides companies with: co-financing of development, search for industrial partners, conducting custom-tailored design, technological expertise, assistance in patenting the results of RID.
