How will SEZ "Dubna" develop in the future? What should be done to attract to its territory as many large companies with significant investments, including foreign ones as possible? And what opportunities for business support do state structures and financial organizations offer? The answers to these and many other questions were voiced at the Third Round Table "SEZ "Dubna"- New Opportunities and Prospects".

The round table was organized by the SEZ Management Company with the support of Moscow Region government and the administration of Dubna. The event was attended by representatives of federal and regional structures, major construction companies of the science city and Moscow Region, federal corporations, state and commercial banks of Moscow and the region, experts in technology, business development and training of qualified personnel, active and potential residents of the special economic zone – more than 100 people in total.
Alexei Marin, First Deputy General Director of JSC "SEZ TIT"Dubna", during the forum opening, emphasized that the event helps to attract new investors to the special economic zone:" Four out of 24 companies that became residents last year, presented their projects at the previous round table and have already become our residents, and the two companies are currently writing business plans. I hope that this round table will contribute to joining the residents of SEZ "Dubna".
Alexey Marin summed up the activities of the Managing Company for 2016 and talked about the prospects for the territory development. So, as of March 1, 2017, the residents created more than 2,700 workplaces, the production volumeamounted to about 16 billion rubles, the projects investment volume - about 10.9 billion rubles, and the amount of tax deductions to budgets of all levels, together with deductions to off-budget funds - about 1.2 billion rubles. The First Deputy highlighted the fact that the Moscow Region SEZ remains the leader in terms of the number of residents in Russia and does not intend to reduce this high level - in 2017, with the plan of 12 companies, it was decided to attract 25 investors. As for the infrastructure development, by the end of 2017 it is planned to complete the construction of the street-road network, communal and customs infrastructure, hydraulic structures, boiler house No. 1 with connection to the gas distribution network of the Moscow region. The total amount of financing for these facilities will be more than 2,3 billion rubles.
Six sessions of the Round Table covered a wide range of topics. Particular attention was paid to providing residents with innovative infrastructure. Viktoria Halimendik, Head of the Innovation Infrastructure Department of Innovative and Scientific Policy Officeof Moscow Region Government, spoke about this, as well as about new residents’ prospective innovative projects support programs:
- SEZ Dubna is a priority project, which contributes to the sustainable region development and our task is to ensure that the residents who localize their business here need nothing and their problems are solved promptly, so that the zone and Moscow Region infrastructures work for them. The regions innovative clusters consortium was included in the list of 11 clusters, - leaders in investment attractiveness of the world level, they will be supported by the Ministry of Economic Development of Russia. At the first stage, this super-cluster of the Moscow region will be formed on the basis of already existing innovative development. SEZ "Dubna" will also act as a platform for its creation. The implementation of such a large project will allow us to create innovative infrastructure objects that will be demanded by resident companies.
A big interest of existing and potential residents was generated by the session on which the head of the customs point "Dubna" Alexander Yanchuk acquainted with the customs preferences, the procedure of the free customs zone and changes in the customs legislation. The results of working with residents were also summed up in his speech. Thus, the quantitative indicators for the submitted declarations and the trade turnover volume have grown by 40%, and for customs payments - exactly by 100% in comparison with the previous year. Alexander Yanchuk noted that the customs point gives dailyhalf a million rubles as budget payments. In total, during the 5-year operation of the customs point "Dubna", residents were granted privileges worth more than $ 22 million.
The most numerous was the session "New Opportunities and Perspectives of the Russian Federation Medicine". About 10 speakers took part in the discussion. The keynote for all the speakers was: the own medical industry and technological re-equipment of enterprises production capacities arerequired for the development of domestic healthcare. Much is already being done for this. Alexander Shibanov,the CEO of Eiliton resident company, vice president of the Clinical Diagnostics ToolsManufacturers Association, chairman of the Council of Regional Medical and Technical Cluster, was also talking about the development and implementation of high-tech medicine methods. Nevertheless, according to him, there are still problems that need to be solved today. They relate to state investments in research work, bringing the development to serial production, creating advantages for domestic producers and promoting innovative products to the market. The preliminary results of Moscow Region Medical and Technical Cluster activities and the decisions of the 9th Pharmaceutical and Medical Industry Workers Congress related to measures of domestic enterprises support and the introduction of new medical products into practical health care were told by Vadim Terekhov, deputy general director of LLC“Eiliton”, deputy chairman of the ITC Council .
The forum also discussed the topics of Dubna science city possibilities in provision the SEZ with innovative infrastructure, the financing of resident projects and state support for business, talked about industrial construction, design, and residents competence. During the Roundtable, according to the established tradition, another cooperation agreement was signed, this time with VTB 24 bank. The signatures under the agreement were put by the general director of JSC "SEZ TIT"Dubna"Anton Afanasyev and the director of the additional office"Dubnensky"Oleg Babich. Long-term strategic partnership will allow to jointly solve priority tasks for theMoscow Region special economic zone development.
