The conference began with the solemn moment - first Deputy General Director of JSC "SEZ TIT "Dubna" Alexey Marin presented the certificate on granting of resident status to the heads of companies who came to the territory of special economic zone "Dubna" in 2016, a total of 11 companies.
Interest in the Dubna forum and participants representative composition determined primarily the main themes. The trends and prospects of development of Russian science cities and academic cities, the mechanisms of resource provision to create new industries, modeling of life cycle processes of complex technical systems and composite materials, the protection of intellectual property rights were discussed. At the sessions, during excursions and visits to exhibitions in the Congress centre, the participants were given the opportunity to learn about innovative projects and products of the resident companies of SEZ "Dubna”.

The main theme of the conference "Import Substitution of medical products: opportunities for the development and distribution of expertise to other industries" was announced on the first day of the plenary. It was moderated by the Chairman of the Association ROSMEDPROM, a member of the RF CCI Committee for entrepreneurship in healthcare and medical industry Yuriy Kalinin. He noted that the primary task of the conference is to draw attention to the manufacturing of innovative products and to discuss the difficult questions and problems, which solution can then be initiated on the governmental level of Moscow region and the Russian Federation. The conference participants talked about the current situation in the industry, and also noted the priority role in its development of special economic zones.

Dmitry Kurochkin, Vice-President of the CCI of the Russian Federation: Despite the difficult economic situation, the decrease in credit availability and a significant increase in the price of resources and equipment, pharmaceutical industry and manufacturing of medical devices have shown a good trend in 2015. The volume of Russian pharmaceutical market grew by 10% and production of medical devices amounted to 39.1 billion rubles that is plus 9% to 2014. A great contribution to the growth of the industry belongs to the state, this is implementing the strategy of development of pharmaceutical and medical industry, and the activities of the industry development Fund, which approved and funded currently 19 projects in the field of pharmaceutical and medical industry. This kind of state support attracts investors to the industry, both domestic and foreign. Over the last 5 years pharmaceutical industry attracted more than 120 billion rubles of private investments by foreign and domestic companies (foreign investment is estimated at more than 1 billion euros).

Alexey Egorov, academician of RAS, President of the Clinical diagnosis tools manufacturers association: the sanctions have stimulated even greater interest in the development and creation of domestic production of equipment, materials, test systems for laboratory diagnostics. It so happened that we were focused on foreign equipment, their additional materials and instruments, that is why we went far behind. Currently the situation is changing, the medical industry related to laboratory diagnosis, began to develop. Joint efforts of government, private business and investors can give a serious impetus to this process, and the role of special economic zones is very important in this connection. They, on one hand, economically stimulate the development of our area, what is very important, because small enterprises opportunities are limited, and, on the other hand, provide an opportunity to develop it in complex - laboratory diagnosis requires a huge number of diverse devices, diagnostic systems, exact methods, etc.

Alexander Shibanov, General Director of LLC "Eyliton", Vice-President of the Clinical diagnosis tools manufacturers association: the Level of material and technical development of laboratory service, which was achieved due to the enormous financial infusion - the national project "Health", the state program of modernization, purchasing of tens of thousands of units of modern laboratory equipment - was not timely accompanied by the necessary investments in the development of their own industry. Today we have to spend the same huge amount of money on replenishment of the technology that is already worn out. And now the challenge is to accelerate the development of private medical industry. Unfortunately, a lot of time was lost and it is needed to catch up. The past year shows, that the government is well aware, that without an early solution of this problem it is impossible to further develop the health, and we have already heard at the conference, saying that it is a matter of national security. The production development strategy of laboratory diagnostics is being developed, a key task is to organize the basic items of analytical instruments. And here is a must-cooperation of ideas, opportunities, resources, enterprises.

For this cooperation in the framework of the conference the heads of the Development Corporation of Moscow region, "Dubna" SEZ, the administration of Dubna University and more than twenty enterprises of the region signed a landmark document – the agreement on creation of Joint innovative regional medical technology cluster in Moscow region. The core will be made up with the residents of special economic zone "Dubna", bio-medical field of which is 26 companies, almost a fifth of all residents.

- I consider the organization of the cluster, whose main task is creation of conditions for Russian manufacturers of medical products, is a very important event, - the head of the development Corporation of Moscow region Timur Andreev said. - As you know, there are 201 Decrees of the Russian Federationgovernment, which protects the interests of Russian manufacturers of medical products. Today wehave signed the document on creation of the cluster, according to which we will help to pick up the land – if it is a construction or finished space for projects, consult and provide full support to companies to create all conditions that are necessary for successful implementation of investment projects in the sphere of medical devices production.

Another agreement on cooperation in the course of the conference was signed by General Director of JSC "special economic zone "Dubna" Anton Afanasiev, Managing partner of LLC "Legal firm "Gorodissky and Partners", patent attorney of the Russian Federation Valery Medvedev. "Gorodissky & Partners" is the largest in Europe company on patent law deals with all the objects of intellectual property, its specialists have high professional experience in this field. The implementation of the cooperation agreement will contribute to the formation ofВ SEZ "Dubna" conditions for the organization of work in the field of innovation and intellectual property, civilized market, enhancing the level of its competitiveness, investment attractiveness, implementation of the projects of both resident and special economic zone.
